Fix project-defined metrics dashboards not rendering

What does this MR do?

Project-defined dashboards, which is behind a feature flag, always shows No Data Found even when there is data. MR ported from CE gitlab-foss!32720 (closed).

Once this goes in the feature flag can be lifted with this MR
