API to return list of countries for Trial sign up

What does this MR do?

This MR adds an API that returns a list of countries that users can select while opting for a trial. The list is obtained using the countries gem.

Required for trial sign up as part of https://gitlab.com/gitlab-org/gitlab-ee/issues/13233

API contract:

GET /-/countries

Response:
