Resolve "Move Elasticsearch admin options to top level"

Note: There's a CE port that has to be merged as well when this one gets merged

What does this MR do?

1. Moves Admin area > Integrations > Elasticsearch to the top-level Admin area > Elasticsearch
2. Splits settings into two views: "GitLab index" and "Settings"

3. In "GitLab index" view adds the ability to show/hide AWS credentials area via a checkbox
