Amplitude integration at instance level

• Amplitude integration: http://amplitude.com.
• Integrate at instance level.
• Available for self-hosted customers only.
• GitLab.com customers will not use it.
• We (GitLab) will use it ourselves, as configured on GitLab.com so that we get the benefits. But GitLab.com admins will not have access to it because it will be an instance config.
• Scope of this issue:
  • The integration with Amplitude.
  • Tracking of some initial events simple events. TBD.
