Problem to solve

Right now when a pipeline fails we only show the API response for failure reason. We should include more details on why exactly the error label is displayed in the tooltip.

Rather than just `job_activity_limit_exceeded` lets clarify what this exactly means. Along with any other API error responses. We can achieve this on the backend or frontend. Right now the message comes from the backend.
