Turn the epic dates block in collapsed sidebar into one clickable block
Discussion
The following discussion from !3253 (merged) should be addressed (https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/3253#note_46726315):

is not clickableSo this part, I spoke with @jschatz1 and was wondering if we would be okay with it's current implementation for now. It's an interesting scenario because in milestones, we have the entire block as one clickable block and only expanded the sidebar when clicked rather than opening the dropdown for it's respective date picker. In this scenario, we allow users to change the dates on the sidebar. As a result, in my opinion, clicking on the collapsed date should expand the sidebar and open the date dropdown (which would be nice to implement but for the sake of time, we can't do it in this iteration). With all that being said, that's the reason I broke it into two parts in the first place (when I somehow missed the part about the milestone sidebar having a similar design).
Proposal
Turn the epic dates block in collapsed sidebar into one clickable block, like we do for milestone dates.
The interaction area is too small to divide the block into two separate date selections which spawn their respective date picker when clicked. Also, because we're joining two attributes (start date and finish date) into one visual block when the sidebar is collapsed, the user mental model changes according to that new visual representation — it's now a time range “attribute” and not two separate date attributes.
