Implement thresholds in the infrastructure dashboard

This issue capture the agreed plan for applying threshold on the infrastructure dashboard (Environment tab) based on the threshold discussion issue

How should we apply the colors on the Infrastructure dashboard (on the environment tab)

Further details

The first metric we display is CPU on that dashboard is pod CPU, we'll choose the blue color palette break it into 5 bands (white + 4 shards of blue) which represent quartiles (0, 1-25%, 25-50%, 50-75%, 75-100%)
