Kubernetes > Namespace> Enforce quota limits

In ux-research#190 (closed) (along with some conversations with larger organizations), we learned that some organizations utilize namespaces per team in order to enforce quota limits.

As a [role], I want to be able to monitor the costs different teams are incurring per namespace so that I can enforce quota limits when necessary.
