Confidential merge requests: improve text outputted in an error message
Problem Statement
The problem was stated by a user here: https://forum.gitlab.com/t/gitlab-com-no-options-for-confidential-merge-branches/29063/2 and brought to the docs team attention on Slack.
I was just involved with some confidential issues on a project on gitlab.com, and the “create confidential merge request” button did appear. Pushing it gave me the option to create a branch or create one and merge it. But regardless of which one I selected, I got an error saying that it failed and that I should try again. And of course, trying again didn’t help.
@rpaik maybe you could help with this issue?

I think we need to understand the problem (identify the error), then improve the error message to something that leads the user to correct what they were doing wrong instead of saying "this failed, try again".
