Couldn't find some projects to add to the environments dashboard
Summary
I was testing the Environment Dashboard to try to get a screenshot with a higher resolution to add to the release post (gitlab-com/www-gitlab-com!34992 (merged)). @jagood gently enabled it for me as it's behind a feature flag.
When I visited the dashboard, I've found a problem with the documentation button, reported here: #36768 (closed).
Then, I clicked Add project and tried to add https://gitlab.com/gitlab-org/gitlab but it doesn't show on the list.
The list of projects should include all the projects we can add there.
Steps to reproduce
- Click add project.
- Try to add GitLab.

What is the current bug behavior?
- Project isn't available from the list.
What is the expected correct behavior?
- Project should be available through the list.
Also, instead of having to read one-by-one to choose the project I want to add, it would be handy to have a way of adding the project quickly, like, by pasting the project's URL.

Possible fixes
- Fix the dropdown to show all the projects accessible by the user.
