Bypass the new issue creation page after clicking the create issue button on the sentry error details page

In #36540 (closed) we are passing in sentry error details from the details page to the new issue form. It would be ideal if we created the issue on the backend such that the user flow would look something like this:

1. User clicks create issue on sentry error details page
2. User sees a newly created issue with prefilled sentry error details
