Add regression tests to QA projects for removing docker in docker in dependency scanning

Follow up to this,

#12487 (comment 245410458)

Create new no_dind-FREEZE branch in our test project, no_dind-FREEZE branch will use dependency scanning without orchestration layer to validate there are no regressions.

Test projects

• Add branch(no_dind-FREEZE)
• Run DS without DIND
• Schedule pipeline for running no_dind-FREEZE in certain intervals (weekly unless triggered manually)
• Update https://gitlab.com/gitlab-org/security-products/tests/common/ readme for new branch
