Provide Confidential Epics : Validation
Problem to solve
As a User of Confidential Issues, I need to organize them into an Epic that is also confidential, So that I can easily organize shared work and provide the proper context and information at the Epic level

- Delaney (Development Team Lead)
- Sidney (Systems Administrator)
- Sam (Security Analyst)
Further details
Currently we provide confidential issues, but not epics. For scenarios where multiple confidential issues need to be tracked together, or are closely related, we should allow them to be grouped in a confidential epic.
Proposal
Provide a confidential Epic, just like we currently do with Issues.

Ask During Epic Creation if the new Epic should be confidential:

Allow a User to edit the Epic via the Sidebar to make it confidential:

If I set an epic to confidential, all of the issues and epics under it would also become confidential - perhaps this is a user decision at the time of setting it (ex: "Would you like to make all epics and issues under this epic confidential too?" )

If an issue was previously confidential and is under an epic that becomes confidential and then back to public, the issue that was originally confidential remains confidential

If an issue was previously public, and is under an epic that becomes confidential and then back to public, the issue that was originally public goes back to public

If an issue that is public is moved to confidential epic, it becomes confidential
