Add files from the NuGet Repository to the storage counter

Problem to solve

System Administrators need the ability to understand how storage is being used across projects, groups at the instance level. Currently, they can see how much space the Package Registry uses. However NuGet packages are not included in this dashboard.

Proposal

Ensure that when NuGet packages are uploaded or deleted, that the Group-level Usage quotas storage counter is accurate and up-to-date.

Permissions

• Only Group-level Admin can see the Usage quotas page

Documentation

• Add a section to the Package Registry Admin docs that demonstrates how to check how much storage the Package Registry is using for a given project(s).
