Support GitLab subgroups in Jira development panel

Summary

  1. Linking a top-level group from gitlab is successful but NO repos are shown in the DVCS panel on JIRA.

  2. Linking a bottom-level group from gitlab is successful but the repo reads as 'sync failed' and no info is in Development Panel.

  3. Linking an admin username (who created all repos) from gitlab is successful but NO repos are shown in the DVCS panel on JIRA.

Note #2 (closed) is not ideal in any case as you would need to link many groups.
