Update environment dropdowns

Problem to solve

The dropdowns on our metrics dashboard have been introduced, but not fully implemented, which is causing usability issues with the filter bar, in particular with the environments dropdown.

Outstanding work:

• Update the dashboard dropdown to a searchable dropdown
• Update the environments dropdown to a searchable dropdown
• Add in the visual separator between the dashboard dropdown and the remaining dropdowns
• Ensure there is only 8px space between all of the dropdowns

It's likely that the environment dropdown will be updated as part of #34021 (closed). So, for this issue, we could focus on the other three items (ie, updating the dashboard dropdown, adding in the visual separator, and tightening up the space between the dropdowns).
