Activate and edit License Check rules

I should be able to easily see if I have license check approval group enabled, and add or edit it if needed, from the license policy page

Proposal

• add button to add/edit license approvers
• if i click the button i get a pop over to view / add / edit the approvers settings for the license approvers group, cancel closes the pop over without saving changes,
• Display next to button if license approvers are active or not
• have a tooltip explaining license approvers

• button only accessible and visible to maintainers

update docs with ways to add approvers

Testing

• test permissions
• test complete add flow
• test complete edit flow
