docs-lint failed for gitlab-foss but not gitlab

The following discussion from !17981 (merged) should be addressed:

Very weird that docs lint didn't complain in https://gitlab.com/gitlab-org/gitlab/-/jobs/314406623, nor in GitLab's pipelines, e.g. https://gitlab.com/gitlab-org/gitlab/-/jobs/316666182, but it does in GitLab FOSS ones: https://gitlab.com/gitlab-org/gitlab-foss/-/jobs/317470489 (Broken master issue created here: #33811 (closed))
