Improve the layout of the Runner settings to improve readability and comprehension.
Problem to solve
As described here: gitlab-design#664
In the existing GitLab experience, certain Runner specific concepts like tags, IDs and Runner addresses are not explained or properly labeled. Users have to figure out the meaning of this information and its usage/role in the context of setting or managing a Runner.
One important change to make is to improve the layout of the Runner settings to improve readability and comprehension. Right now the layout is confusing and doesn't aid the comprehension of the concepts (Shared vs Specific Runners). This will require design discovery and explorations to arrive to come up with the right design.
