Synchronise underlying package/docker tags with GitLab labels

Problem to solve

Each package manager and the container registry has a concept similar to labels that is currently not linked to labels. Linking to schooled labels could make or use experience more coherent in our product.

Build a system that synchronises (perhaps one way at first) tags in each package manager and the container registry (selecting a single package manager for MVC makes sense perhaps).
