Search for issue by ID (without `#` prefix)
Problem to solve
Typing a number into the issue search box does not find an issue with that number. It typically finds no results. I would instinctively expect this to work as the quickest way to get to a issue for which I have the number (but not a link to).
Prefixing with #
does work, but this is the issue search box. I shouldn't have to remember the special syntax.
Intended users
I believe this applies to anyone who might be involved in a conversation that references an issue number, which I think could be any of the personas listed.
Further details
Use case 1: I'm speaking with someone on the phone, and they have a query about an issue, and give me the number so that I can look at the details on my screen.
Use case 2: I'm on a conference call with a screen share. The presenter is showing the issue under discussion, but I want to open it on my screen so that I can scroll at my own speed. I can't copy and paste the URL, but I can see the issue number.
Proposal
User is given an issue number to look at. Browses to "issues" for the project. Types the issue number into the search box, and the specified issue should be the top result.
Other tools (FogBugz, Bugzilla) will then take you directly to that issue, rather than showing you the search results, but I do not think it should do this, as if the user really wants to search for bugs containing that number, they have to find a way to defeat that special behaviour.

As per any other issue search.
Documentation
I do not believe that this needs documentation. It's something that some people (possibly those with experience of certain other tools) expect to just work.
Testing
Provided that magically jumping to the issue number entered is not implemented, I can't see any specific risks.
What does success look like, and how can we measure that?
What is the type of buyer?
This should be a Core feature.
