Remove project impossible with 12.3.2, project created with 11.6.0
Summary
It is not possible to remove a project in Gitlab-ce 12.3.2. It is possible with the version 11.6.0. (tested with an old server) The data in Gitlab 12.3.2 was imported from the Gitlab 11.6.0 via an update 11.11.
If I create a new project from Gitlab 12.3.2, I can remove it without error.
Steps to reproduce
When I select and validate the remove projet (created in an old version), I have the error 500 page.

I can't remove a project.
