Browser notifications for todos using service workers

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Problem to solve

Todos are a great way to stay up-to-date on what needs attention, but the only way to be notified of new todos is through email (or noticing that the todo count in the menu bar has increased).

Proposal

Use Service Workers to send browser notification when a user receives a new todo. This would allow the user to get notified of new todos even if they don't have GitLab open in any tabs.

Intended users

Anyone who uses todos, which is everyone!
