Feature Request: Add the ability to manually subscribe to a CI pipeline or job notification

Problem to solve

Whenever I push some new code, sometimes I want to wait for the CI build to pass before I deploy a new version of my app.

Usually I only want to get email notifications on failed builds, and when a build changes from failed to success (I know this also currently being worked on.) Notifications on every successful build would be way too noisy.

I would like to add a "Subscribe" button for individual CI pipelines or jobs, so that I can opt-in to always get an email notification when the build completes.

Permissions and Security

Anyone should be able to do this if they can view the pipeline/job status.
