Cannot reorder issue boards

I think this may have also introduced a bug where an Issue List position is not saved on the frontend or backend at that this.

Steps to repro:

• Open a board
• Move an issue list to another position on the board
• Navigate away then comeback, or reload
• The issue list is not where you just moved it
