Split alert parameters for the summary and details boxes

Summary

This is the follow-up of the discussion started here, and it is related to the Generic Alert Endpoint

At the moment all the alert related parameters are mixed together. Those attributes will be rendered on the page in an unpredictable order.

Improvements

An issue page should render primary and secondary parameters in two different sections.
