Email alert sent about an old issue that makes it look like a new issue at best and wasn't supposed to be sent out at all at worst
Summary
I just got an alert about an issue I was following that made it look like the issue just got created. I think the only thing that happened was the issue was renamed. This is not good UX and should be fixed.
Steps to reproduce
Here's the thread https://gitlab.com/gitlab-org/gitlab-ce/issues/66790. It's a year old.
I think a rename triggered the notification:
Cynthia Ng @cynthia changed title from Update GitLab.com config for attachment file size limit from 10MB to 200MB+ to Increase attachment size on GitLab.com; currently only 10MB 47 minutes ago
The notification verbiage is as follows:
code_dredd created an issue:
Description of the problem The gitlab.com site has a configured limit of 10MBs for file/attachment uploads. This prevents me from being able to upload pre-built packages (e.g. jar files, compressed asset archives, etc.) in a ready-to-use format for students that need to use the system. I wanted to add these resources for each release tag I add to the repository just like I was able to do here1, but in other projects, such as this one2.
This issue3 shows that GitHub was already offering 100MB of storage for such uploads; that was 2 years ago. (I'm using GitLab is because I think the MIT license for GitLab-CE is friendlier toward end-users.)
The request is to, hopefully, have the site's config value in the admin dashboard updated so that it accepts file attachments of larger sizes (e.g. at least 200MBs).

Approximate date/time when the error occurred. I ran into the limitation on Saturday Nov. 4, but don't immediately remember the time of day.
Describe what you were doing right before the issue occurred. Trying to upload a ~120MB file as an attachment for a release tag in this repository.
