Reduce the size of table ci_builds

On GitLab.com, ci_builds is the 3rd biggest table at about 560 GB currently and it grows at a rate of about 60 GB per month.

With growth in mind, we need to figure out how to make and keep that table maintainable. Creating this issue here to act as a conversation (re-)starter.
