Runner installed as GitLab managed app should trust GitLab SSL certificate
Problem to solve
Sometimes people use self-signed (or internally signed) SSL certificates for their GitLab instance. In order for the runner we deploy via "GitLab managed apps" to communicate with the GitLab instance it will need to be passed some information so it knows to trust this certificate.

We can probably look at the certificate chain in use by GitLab and pass that through to the runner as configuration that is mounted in the volume. This may not be possible, though, depending on installation as GitLab server may not actually have the certificate if the certificate is only sitting on a reverse proxy server in front of GitLab. Maybe there is a way to fetch it?
