Tracking throughput metrics from projects outside of GitLab

Proposal
We should consider tracking throughput metrics from outside of GitLab as there are instances in which our team may want to invest some time contributing to downstream projects which directly impact our product.
Background
The frontend monitor team's success is highly dependent on ECharts as that library helps us gain velocity when building out our dashboards and chart features.
Unfortunately the current maintainers of that project have limited time to dedicate to resolving bugs and adding new features. I think it would be strategic for my team to get familiar with the codebase and help resolve some of the bugs/adding new features. This is something I'd like to make a focus in Q2 but we currently have no good way of measuring throughput for this work since it is hosted on GitHub. I'm also concerned how this may impact our team's gitlab-org throughput metrics.
