Documentation for Admin Dashboard for labels view.

Labels that are created within the Labels view on the Admin Dashboard will be automatically added to each new project.
This is a bit of a gotcha. We just did a fresh reinstall of gitlab ce 11.1.1 on new hardware and imported all of our groups and projects. After this we added labels to to the admin dashboard but there is no way to important or add the labels from the admin dashboard to existing projects and groups. We then removed all of the projects, and then added them again and the labels showed up.
I assume that any labels added to the admin dashboard from now on will not be available to existing projects. So this feature is only useful for new projects and is worthless for managing a global label store that can be used by everyone.
This is not obvious from the documentation or from the label page in the admin dashboard and the documentation should be changed to indicate this.
It would be very helpful if the admin labels could be used as a central label store that could be added to and changed over time for both existing and new projects.
