It is currently possible to manually order issues on Boards and in Milestones, but this process can be quite tedious for large numbers of issues. And since the manual sorting value ends up being calculated the first time you go to a page that allows it, new issues can end up in random places in the list.
Proposal
Put the same selectable order drop down that is available on the main issue list on each column of an issue board or milestone page. In this way manual ordering can be preserved since it would be an option in that list, but since there are other ways of sorting them, it doesn't become necessary to manually reorder large numbers of issues.
What does success look like, and how can we measure that?
It would be possible for a user to select the order in which they would like to see issues anywhere there is a list of them.
