Disabling polling causes "Something went wrong while fetching latest comments. " when issue is open in browser
Summary
After disabling real-time polling multiplier by setting it to 0 (admin/application_settings // realtime features), when an issue is open, the error message "Something went wrong while fetching latest comments." appears at the top of the screen.
Steps to reproduce
- Take project with issues
- Set polling multiplier to 0 in admin / application settings / real time / polling multiplier.
- open issue display page in browser and leave it open for 2 minutes or so.
What is the current bug behavior?
"Something went wrong while fetching latest comments." across top of screen.
Network monitor shows:

The unhandled promise rejection appears to happen about every 3 minutes(ish)
What is the expected correct behavior?
No alert to be shown, and no javascript error. Polling isn't actually disabled when it should be it appears.
