Statement timeout in exporter

Found when trying to export Gitaly, so I didn't have to do much seeding on my GDK:

Project gitaly couldn't be exported.

The errors we encountered were:

PG::QueryCanceled: ERROR: canceling statement due to statement timeout : SELECT "issues".* FROM "issues" WHERE "issues"."project_id" = 2009901
