Unable to move a project to a subgroup created by another group member

Summary

I am unable to move a project to a subgroup that was created by another user of the group.
I am also unable to create a project directly in a subgroup that was created by another user of the group.
I am an owner of the master group, as is the other user. I am also displayed as an Owner of the subgroup.
I am able to view projects in the subgroup as well as clone/push/pull projects in the subgroup.

Steps to reproduce

  1. Create group
  2. Add two users
  3. Have User A create a subgroup
  4. Move Bug
  5. Create project (in root project)
  6. Have User B attempt to transfer project to subgroup User A created.
  7. Create Bug
  8. Have User B create project, and attempt to select the subgroup User A created.

What is the current bug behavior?

User B is unable to move projects to a subgroup that User A created.

What is the expected correct behavior?

User B should be able to move projects to a subgroup that User A created.

Possible fixes

I was able to workaround this problem by manually "adding" myself to the subgroup as a member.
