Fix Rails optimistic locking when value in column is NULL for CI tables

Just like in #28560 (closed), we need to clean up the database tables before we can actually remove the LOCK_VERSION monkeypatch

This issue relates to the CI Pipelines, CI Builds, and CI Stages tables.
