Update Webhook Limit Docs
Problem to solve
In %12.6 we added documentation about per-tier webhook limits, but in %12.7 we rolled out an update that set the limit to the same value for all tiers. Because of this shift, the documentation looks awkward and is somewhat strangely worded

We should update this section to reflect that the limit is for all users across the board, regardless of tier.
We should also consider referencing this page in the Rate limits page as well.
