Configuration for group level status

Problem

Base on the experience described in issue (#34369 (closed)). When a user tries to set up a group-level dashboard, it is unclear where to configure it. If there are 10+ projects in the group, which project configuration should we lead user to? Shouldn't there be a group-level configuration info available? How can we help the user easily setup the group level dashboard?

Proposal

Group-level dashboard might contain a small widget like this one even when nothing is setup
