Create Events For Snippet Comments

Description

Spam through Snippet Comments is becoming more popular. Identifying other project snippets that a user has commented on with spam is difficult because no events are currently logged for this

Proposal

Create a new event for Snippet Comments so that they are visible in a user's profile like comments on issues and merge requests
