Explore new way to display severity counts in vulnerability lists

Problem

Today, we are limited in how we are showing severity counts to users. With our current UI we can only show 4 severity counters and even then, we've heard that there is an expectation that these counters should act as filters.

Secondly, in this issue: we are changing the colors for the severities which may have accessibility conflicts with the current solution for the counters in-place today

HMW create an experience with vulnerability counters work as both an indicator of # of vulnerabilities by severity, as well as filters for severity type.
