Summary

In the users list, two system created accounts, "GitLab Support Bot" and "GitLab Alert Bot" are both labeled as "Is using seat". Possibly related: #6995 (closed)

What is the expected correct behavior?

System created accounts should not be labeled as taking up license seats.
