Make rollbacks more discoverable in the environments view

Problem to solve

When someone is using the environments view, the rollback button is a small counterclockwise circle that only shows meaning when hovered over.

This issue spun out of a comment about supporting rollbacks natively attesting to how difficult it is to realize when a rollback is available to do.

Proposal

• There may be other locations or expanding the button to say "rollback" with a tool tip to link to the docs and explain what this does.

• No permission changes should occur with this UI enhancement
