Enable multiple policies for expiring Docker images from the GitLab Container Registry
Problem to solve
#15398 (closed) added the ability to set a project level expiration policy for Docker images hosted in the GitLab Container Registry. However, the current UI is limited in that it prevents users from establishing multiple policies and prevents them from being able to accurately remove unused images.
