Bumping Ruby versions across multiple projects is a very manual process
Problem to solve
Bumping a Ruby version across multiple projects (gitlab, gitlab-shell, gitaly) is a very manual process at the moment and can lead to cases where one project has been bumped but others haven't that can cause CI and GDK issues.
It would be great if we could have a process to either automate bumping all Ruby versions or at minimum, a template that has all the known projects that need to be updated.

The most boring solution would be an Issue template that includes all the projects that need to be updated so each update can easily be tracked. This is probably the best solution given the drive to use golang over Ruby for backend services.
