Add a rake task for checking background migrations status
Description
A few releases ago we started shipping background migrations. This is a powerful tool, but it might cause some problems when upgrading across multiple versions, or when one has a huge dataset in the database.
It might be helpful to have a separate rake task for checking background migrations status, like rake bg:migrate:status
.
We currently ping production engineers to execute some complex Ruby code in the rails console to check background migrations status, and we do it quite often. Should we make it simple in order to make it easier to check the status for ourselves and for our users as well?
