Capture Feature Flag User List actions in the audit log
Problem to solve
After we deliver #13308 (closed), we need to capture these acgtions in an audit log for compliance and governance reasons.

Primary use case for auditing feature flag events include:
- Tracking any changes to feature flags, including, environment, strategy, toggles etc.
Proposal
Any of the following actions should be recorded to the audit log:
- Create Group
- Add users to Group
- Delete users from group
- Edit group
- Delete groups
