Sourcegraph popover stays visible when switching MR tabs

Description

While testing !21964 (merged) locally, I discovered a bug where switching tabs in an MR causes the Sourcegraph popover to stay visible.

It looks like this is a preexisting bug, but has become more visible now that the MR tabs are on the tab.
