Group-Level Snippets

Allow for users to set Snippet Visibility Levels to a private group. This would allow groups to share common snippets privately, rather than the Internal visibility, which still allows all GitLab users to see the code.

Workaround

The easy work around today would just be to create a top-level group at the namespace and then a project underneath it. Projects can have snippets so you could share that project with everyone and then everyone would be able to use/contribute snippets there.
