Discovery: Secure UX when features are not active

Problem overview:

Persona 1: User has nothing set up so far

Persona 2: User has some scan set up but NOT all

For Persona 1, when user goes to 5 different pages, user encounter problems; for Persona 2, when user goes to 2 different pages, user will face some other problems
