Add NPM dist-tags to UI

https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/14263 add dist-tag support via the NPM CLI. Users should also be able to view the dist tags for each package in the UI; similar to the way we currently display tags in the Container Registry
